Laligurans System – End to End Digital Solution for Humanitarian Cash and
Voucher Assistance Project Management.
Laligurans System includes modules such as enumerator mobile app, vendor mobile app, cash for work supervisor app, and web admin app for humanitarian agencies.
It is a service model platform for the digital management of CVA project processes such as needs/market assessments; beneficiary registration; vendor management; cash and voucher distribution management; payment reconciliation and settlement; post distributions monitoring; issue/feedback tracking and management and reporting.
Laligurans System can operate in both online and offline settings and supports various CVA modalities such as Multi-purpose Cash Grants; Conditional Cash Grants; Cash for Work; Commodity/Service Vouchers and Value Vouchers. It is also customizable to accommodate all kinds of restrictions a project might require and is designed flexibly to work well for all kinds of delivery mechanisms such as Spot Distributions; Cash via agent network; Mobile Wallet Top-up; Bank transfers; Paper Vouchers; Electronic Vouchers or Hybrid model vouchers.
It provides packaged service in partnership with Khalti Mobile Wallet to deliver cash via agent network, mobile wallet transfers, and bank transfers. In addition, Laligurans System API can be consumed by other FSPs as well to auto-update the distribution status.
Laligurans System provides intuitive and easy-to-use admin panels to agencies to generate all kinds of disaggregated reports in Excel, CVA, and PDF formats using plenty of filtering options.
Laligurans System also has attractive customizable Power BI dashboards that help agencies track the progress and present visual analytics to different internal and external stakeholders in real-time.

Features and Services
Assessments and Registrations
We provide an enumerator app with full customization support to conduct assessments such as needs assessments, market assessments, post distributions monitoring. Our enumerator app can also be used to register beneficiaries into the system to generate a unique ID for each beneficiary that can be used later for making various types of beneficiary associations in terms of setting entitlements and restrictions. Similarly, the information collected during the registrations is automatically utilized by the system for tracking progress and generating disaggregated reports and visual analytics.
Electronic/Hybrid Vouchers
We provide electronic commodity voucher services through a card that is either contains a QR code or a smart machine writeable. Our Vendor mobile app reads the electronic vouchers and provides the beneficiary entitlement information to the vendors. Beneficiaries verification can be done by either PIN codes, One-time-passwords, or facial recognition. Humanitarian organizations can track these transactions using our web admin app. Merchants submit payment requests to the system for reconciliation, and settlement instructions are then sent to the agency. Our electronic vouchers work in online settings with internet connectivity and SMS systems. Our improvised Hybrid Vouchers can be used in offline settings without any connectivity.
Cash transfer services
Our partnership with Khalti mobile wallet enables us to provide transfer services such as spot distributions, cash via agent network, mobile wallet transfers and bank transfers.
SMS services
We also provide SMS services to send notifications to beneficiaries’ mobile phones about distributions as well as information related to transactions and remaining balances.
Data Protection
We also provide data protection planning support to agencies with a focus on data lifecycle management, encourage minimalistic data collection approach, develop data sharing protocol and provide different level of data access privileges. We fully abide by the Government of Nepal’s Privacy Act, 2018 and follow General Data Protection Regulation (GDPR). Our data are maintained at ISO certified Data Centers. Our system use encrypted data sharing and go through periodic vulnerability testing.
Issue and Feedback tracking
Laligurans admin panel has issue and feedback tracking features where users can log in issues and feedback information and forward to concerned parties to resolve them.
Real-time reporting and Dashboards
Laligurans web panel has multiple reporting options that can generate disaggregated reports in real time using multiple filter options. We also provide real-time Power BI dashboards to visualize the progress of project in terms of beneficiary reached and amount disbursed.
APIs
We also provide APIs that can be shared with other reporting platforms and Financial Service Providers to generate real-time disbursement reports.

Our Recent Projects
Oxfam EPHIC commodity E-voucher Project
This project was implemented in Sarlahi district with 2,647 recipients reaching 15,411 beneficiaries with commodities worth over NPR 10 million. Laligurans system was used for registration and e-voucher based distributions management with online settings.
Plan COVID-19 response livelihoods support E-value voucher Project
This project was implemented in Bardiya and Sunsari districts with 553 recipients reaching 2,989 beneficiaries that distributed income generating assets worth nearly 18 million. This project had restricted value vouchers used in online settings.
Plan Food Voucher project
This project was implemented in Banke, Bardiya, Jumla and Kalikot districts with 2,368 recipients reaching 14,000 beneficiaries that distributed food package using Laligurans System’s offline commodity voucher module.
USAID Mercy Corps’ BHAKARI project
This project was implemented in Jumla, Kalikot, Mugu, Achham, Surkhet and Dailekh district among 1,057 cash for work participants. Laligurans system was used for project attendance tracking and online/offline modules for spot-distributing cash via Khalti’s agent network.
ADRA’s LERC project
This project is being implemented in Dhanusha, Mohattari and Dhading districts supporting 1,727 recipients benefitting 7,408 population with a mix of livelihood assets and cash using online modules and spot-distributing cash via Khalti’s agent network.
People in Need PINNOVATION Project
This project pilot tested Laligurans System among 95 flood affected families in Melamchi Municipality with a mix of food package and cash support via Khalti agent.
